Zhang Shangbing, male, Han ethnicity, was born in March 1978. He is a graduate with master's degree, a member of the Communist Party of China, and now a member of the Standing Committee of the CPC Yinzhou District Committee, Deputy District Mayor of the Yinzhou District, and President of the Red Cross Society in Yinzhou.

Zhang Shangbing, Deputy District Mayor, is responsible for work related to education, culture, radio, television, tourism and sports, health care, veterans’ affairs, and healthcare security and so on. Zhang is in charge of the Yinzhou District Education Bureau, the Yinzhou District Culture, Radio, Television, Tourism and Sports Bureau (the Yinzhou District Cultural Heritage Administration), the Yinzhou District Health Bureau (the Yinzhou District Bureau for Disease Control and Prevention), the Yinzhou District Veterans’ Affairs Bureau, and the Yinzhou District Healthcare Security Bureau.
