Yinzhou Awarded National Eco-civilization Demonstration Zone
On December 25, the two-day 2025 Beijing Annual Conference of the Eco-civilization Forum concluded. During the conference, the Ministry of Ecology and Environment announced the 2025 list of Eco-civilization Demonstration Zones, with Yinzhou successfully awarded the National Eco-civilization Demonstration Zone designation. Yinzhou representatives delivered a keynote speech on typical experiences.
Ecological governance is a systematic project. Yinzhou adheres to the philosophy of "systematic management and holistic planning," promoting the transition of ecological environmental work from focused remediation to systemic governance. Through advancing structural, engineering, and management-based emission reductions to "defend" blue skies, Yinzhou completed the tasks for reducing nitrogen oxides and volatile organic compounds outlined in the "14th Five-Year Plan" one year ahead of schedule. The regional air quality excellence rate has remained consistently above 90%. Over the past three years, cumulative investment exceeding 3.3 billion yuan has tackled tough challenges like urban river water quality improvement, residential area rainwater and sewage diversion, and rural domestic sewage treatment. The water quality excellence rate for municipal and above-level monitoring sections has increased to 100%, with Yinzhou winning Zhejiang Province's "Five-Water Governance" Dayu Ding award multiple times, making its waters greener.
Yinzhou persists in driving both the greening of industry and the industrial development of ecology, ensuring green becomes the distinct characteristic of high-quality development. On one hand, the area focuses on phasing out outdated production capacity and optimizing its industrial structure. Over five years, energy consumption per 10,000 yuan of GDP has decreased by 22%, while cultivating 25 national manufacturing sector champions and 83 specialized, sophisticated, distinctive, and innovative "little giant" enterprises.
In rural areas, Yinzhou has transformed rural landscapes through the "Thousand-Village Demonstration, Ten-Thousand-Village Improvement" project, cumulatively establishing 23 provincial-level future villages. The coverage rate of harmonious and beautiful villages has surpassed 65%, genuinely making the countryside a happy home that is ecologically livable and green for business. In urban areas, Yinzhou enhances urban quality through functional integration, constructing an ecological pattern of "one heart, one belt, two zones, eight waters." It has created Zhejiang's largest urban central wetland park—Yinzhou Park—and Ningbo's largest "green lung" in the city center—the Eastern New Town Ecological Corridor, earning recognition as a provincial-level "city living room where you can sit on the ground." Simultaneously, Yinzhou is advancing the national pilot for "quality housing" that emphasizes "safety, comfort, green features, and intelligence" to high standards, with over 90% of new urban residential buildings achieving a two-star or higher green building rating. The proportion of new and replaced buses using new energy, as well as the use of new and clean energy in taxis, has reached 100%, integrating a green, low-carbon lifestyle into countless households.
Yinzhou also guides the public to participate collectively, deepening the construction of a "pro-biodiversity" biodiversity-friendly urban district. It has established the nation's first "pro-ecology" immersive ecological civilization education and experience center and innovated platforms such as "Ecological Classrooms" and "Yinzhou Business Talk on Ecology." A cultural ethos where everyone cares about, participates in, and takes responsibility for ecology is growing stronger.
