Yinzhou Leads City in High-Tech Enterprise Count for 18 Consecutive Years
Reporters learned from Yinzhou Science and Technology Bureau on December 10 that the National Torch Center released the public list of 3,485 high-tech enterprises recognized for 2025 by the Ningbo accreditation body. Yinzhou has 445 enterprises on the list, accounting for over 12.75%. The total number of high-tech enterprises in the district is expected to reach 1,450, maintaining the top position in the city for 18 consecutive years since 2008.
Being recognized as a national high-tech enterprise reflects a company's technological innovation and R&D management capabilities, not only significantly enhancing brand credibility and market competitiveness but also laying a foundation for long-term innovation and development.
"For enterprises, applying for and being recognized as a national high-tech enterprise offers many benefits. It allows them to enjoy policy incentives, aids in talent recruitment and market expansion, and empowers R&D and transformation. In the future, we will focus on our core sectors, deepen industry-university-research collaboration, target market demands, integrate into Ningbo's industrial ecosystem, and drive high-quality development through scientific and technological innovation," introduced a relevant person in charge of Qingyuan Taishuo (Ningbo) Biomanufacturing Technology Co., Ltd.
This year, Qingyuan Taishuo applied for high-tech enterprise recognition. It is reported that this enterprise was incubated by Tsinghua University's Biomanufacturing Center, with Tsinghua University holding shares. It is dedicated to industrializing over 30 years of sci-tech innovations in biomanufacturing. Currently, leveraging Tsinghua University's leading achievements, the company continues to make breakthroughs in multiple technical fields such as high-end biomanufacturing equipment. Its related products have supported the R&D of several innovative medical devices. Among these, a partner organization successfully obtained an innovative Class III medical device registration certificate, with demonstration applications in clinical scenarios such as bone repair, nerve regeneration, and radiotherapy protection.
"The rapid increase in the number of high-tech enterprises is, on the one hand, due to the optimization and improvement of the tiered cultivation mechanism. Yinzhou has systematically identified enterprises with district-level or above R&D institutions, talent projects, software companies, and technology service firms, supporting science and technology-based small and medium-sized enterprises (S&T SMEs) with strong innovation foundations and development potential to enter the cultivation database for high-tech candidate enterprises. This continuously strengthens the 'S&T SMEs – high-tech candidate enterprises – high-tech enterprises' tiered cultivation mechanism. On the other hand, it also benefits from targeted incentives from science and technology innovation policies. For different types of innovation entities, differentiated reward and subsidy policies for high-tech enterprises have been refined. While implementing preferential policies for high-tech enterprise income tax and value-added tax, multiple enterprise-friendly policies have been enhanced, including science and technology innovation vouchers, technology loan interest subsidies, and risk pool fund loans, targeting improved policy incentive effectiveness and expanded coverage," explained a relevant person in charge of the District Science and Technology Bureau.
High-tech enterprise recognition is not only a "college entrance examination" measuring a company's scientific and technological innovation capabilities but also an important basis for assessing regional innovation development. In recent years, Yinzhou has anchored its goals on building a high-level innovative urban district, focusing on tiered development for cultivation and strengthening, targeted incentives in cultivation policies, and efficient support from the innovation ecosystem.
