On April 11, it's learned from the Yinzhou District Health Bureau that the Yinzhou District is exploring the construction of a digital empowering integrated medical and nursing service model characterized by "home-based elderly care plus internet medical care", "community elderly care plus medical and nursing integrated health service e-station", and "institutional elderly care plus smart medical and nursing integrated studio", leveraging the highest regional level of interconnection and informatization advantages certified by the country. Efforts will be made to deepen the integration of elderly care and medical services.
78-year-old Grandpa Wang, who has been staying at the Maoshan Elderly Care Center in the Jiangshan Town for over 2 years, is one of the beneficiaries of the Yinzhou digital empowered "medical and nursing care integration" model. Grandpa Wang suffers from seven chronic diseases, including coronary heart disease, hypertension, and cerebral infarction, etc.. In his opinion, staying at a nursing home not only enables him to enjoy elderly care, but also receives sufficient health protection.
"During the epidemic period, the nursing home implemented closed management, and sons and daughters were unable to visit, but I could rely on doctors' door-to-door services." Grandpa Wang said, "sometimes when I feel uncomfortable, I go to the self-service health station for testing. With the help of the working staff, doctors would see me through video, and the medication is also in this room, which is very convenient."
According to a relevant person in charge of the Yinzhou District Health Bureau, currently 22 nursing homes and 26 town and subdistrict level home-based elderly care service centers in the district that have signed medical care integration service agreements with grassroots medical institutions, achieving full coverage of medical care integration services in elderly care institutions within the jurisdiction.
In addition, Yinzhou has established a "Smart Medical and Nursing Integrated Studio", which regularly arranges medical staff to provide medical services, pilot the use of cloud consultation rooms, self-service health stations, and so on to deepen institutional medical and nursing services. In addition, remote health monitoring equipment, mobile follow-up consultation packages, self-service micro consultation rooms, remote rehabilitation equipment and other information technology means have been widely applied to continuously improve service efficiency and quality.
The person in charge told reporters that the integration of medical care and elderly care not only introduces the health services needed by the elderly into elderly care institutions, but also ensures that the elderly who choose home care and community care have access to medical care and care for the elderly.
In recent years, the Yinzhou health system has taken the "digital" express and benefited more elderly through the implementation of "small scenarios". The Yinzhou District Health Bureau has applied the "Yinzhou Taking the Lead for Health" application scenario and repeatedly upgraded it, realizing online consultation, medication delivery and care for 50,000 person times, issuing over 3 million health assessment reports, and intelligent health service reminders for 8.5 million people. Through an entrance, the elderly who live at home can access the full process of "medical plus medicine plus care" medical services, enjoy various forms of online consultation services through images, text, phone calls, and so on, as well as drug (medical insurance plus self-funded) delivery services, and online nursing project ordering services, etc..
"Starting from 2019, Yinzhou has invested 5 million yuan to implement the district government's livelihood practical project of 'Medical and Nursing Integrated Health Service E-Station'." The person in charge said, "at the same time, we have selected 30 village (community) health clinics (service stations) adjacent to or near nursing homes, and provided more comprehensive health and medical services for the elderly in the community by equipping them with self-service micro consultation rooms, unmanned pharmacies, self-service health testing, as well as equipment for examinations such as electrocardiography, B-ultrasound, and ophthalmoscopy and so on.
Under the mode of "grassroots examination plus superior diagnosis plus data integration" in the integrated medical and nursing health service e-station, the elderly can enjoy remote diagnosis and treatment, remote electrocardiogram, remote ultrasound, remote imaging, and remote fundoscopic consultation (or diagnosis) services. By relying on regional referral platforms, grassroots doctors can provide precise referral services such as outpatient, examination, and hospitalization from higher-level medical institutions for the elderly in the community through the medical and nursing integrated health service e-station. At the same time, a remote rehabilitation platform has been established by comprehensively utilizing remote sensing technology, remote control technology, and information processing technology to provide remote rehabilitation services.
