Yinzhou District Appraised as Cultural Industry Key Construction Area Again

  The provincial cultural industry development conference was held on the morning of August 10th. Yinzhou district was once again appraised as the culture industry key construction county (municipality, district) since it won the title in 2015. The main venue meeting was attended by Chen Guojun, deputy secretary of the district Party committee and head of Yinzhou district government, who is the only representative of county (municipality, district) to deliver a speech.
  In recent years, Yinzhou district has attached importance to developing cultural industry so as to accelerate economic transformation and upgrading as well as to enhance regional competitiveness, adhering to both project drive strategy and innovative development, emphasizing both manufacture industry and service industry. In consequence, its cultural industry scale ranks first in Ningbo City, winning the honors of culture industry key construction county (municipality, district) and provincial software and information service industry demonstration base.
  As for culture industry policy, the district sets up cultural and creative industry steering committee and organizes a specific office, putting cultural industry development into annual town(street) target assessment content. This year, culture industry is to be assessed independent from culture and propaganda work. In financial security, a special fund of 20 million yuan per year is established. In industry orientation, the "13th Five-Year cultural and creative industry development plan" is made. Priority is given to the six sectors such as high-end stationery manufacturing, advertising media and software information, which strives to make Yinzhou district into the first phalanx in Zhejiang province in terms of economic development, cultural creativity and influence.
  Meanwhile, the district vigorously implements large-project driven strategy, introducing the cultural tourism complex projects, for instance, the ten-billion-scale Ningbo overseas Chinese and five-billion-scale Global City and implementing a number of billion-level key projects including Tiantong Southeastern Buddhist State. Additionally, it encourages and guides local enterprises in Ningbo to invest in cultural industry, and promotes investment projects including the digital media industry base in Ningbo, Yinzhou Book City, thus forming diverse, abundant and distinctive cultural industry clusters.
  In terms of innovative development, favorable conditions for private enterprises are made good use of; market access is liberalized; private capital investment in cultural industry and cultural facilities is encouraged; subsidy is given to the new qualified cultural enterprises, up to 300,000 yuan. Yinzhou government encourages small and micro enterprises to energetically expand the business and offers a subsidy, up to 150,000 yuan. It also provides financial support to the enterprises which make progress in growth, product development, brand building, technology innovation and individual breakthroughs.
  Currently, the district has built 6 cultural and creative parks above municipal level and attracted 1148 enterprises, forming a number of advantageous industries including industry design, creative advertising and culture media. Among them, Ningbo advertising industry park is appraised as "national advertising industry park". At the same time, focus is shifted to cultural and creative pilot blocks such as the East Bund, Ningbo Jihe. As Yinzhou is selected into the second batch of "entrepreneurship and innovation" regional demonstration bases, it establishes southern and eastern new towns as "entrepreneurship and innovation" bases, and promotes the development of incubators such as information technology incubator and the Seventh Dream Factory. Up till now, there are6 national make spaces, 3 national incubators, which nurture a total of 1300 innovative start-ups.
  Besides, the district has actively implements the "Culture " strategy to promote the integration of cultural industry and manufacturing, tourism, finance and other industries.
