District leaders deepen thematic education to help private enterprises solve problems

“President Wang, your personal insurance problem has been successfully solved. From January 1, 2020, the social security insurance can be extended normally. ” Zheng Kunfa, Chairman of the CPPCC Yinzhou District Committee, came to visit President Wang Shuiyao of the J & S Industrial Company in Jiangshan Town in the morning of December 30.

Wang Shuiyao was born in Hong Kong and his ancestors lived in Yinzhou. Early in 1994, Wang Shuiyao came back to Yinzhou for investment and venture. In 2008, he established the J & S Industrial Company in the Yinzhou Industrial Park. Due to the history and policies, he was unable to pay for his social insurances until June 2011 in Ningbo. Till last November, he paid for 102 months, i.e., 8 years and 6 months in total. But he was 60 years old on December 4 of last year, thus making his payment period less than required before receiving monthly pension, and therefore according to policies, his insurance would be cancelled and he would not be able to enjoy medical insurances anymore.

On October 31 last year, when Zheng Kunfa went to Jiangshan Town to carry out thematic education and researches, he learned about Wang Shuiyao’s social security issues, and immediately followed up. After detailed understanding of the specific situation, he actively coordinated with the Yinzhou District Human Resources and Social Security Bureau and the town where the enterprise is located, and suggested that they learn from the practices of Shanghai, Guangdong, Jiangsu and so on to create a good entrepreneurial atmosphere by reserving the insured qualification for the person in charge of the company, and to let the talent continue to work and live in Yinzhou.

The Yinzhou District Human Resources and Social Security Bureau took over the matter, attaching great importance to this matter. The main leaders convened relevant functional departments for special studies, and demonstrated from the perspective of talent introduction and unpaid payment. Recently, it was learned that the Ministry of Human Resources and Social Security of the People’s Republic of China and the National Healthcare Security Administration jointly issued the Interim Measures for Hong Kong, Macao and Taiwan Residents to Participate in Social Insurance in the Mainland, which provided policy support for solving this problem. For the next step, Yinzhou District Human Resources and Social Security Bureau will implement the policy according to the document and give preference to the time of enjoying the monthly social insurance pension.

“Both the CPC Yinzhou District Committee and the Yinzhou District People’s Government have helped me to solve the problem conscientiously. I’m really touched. Thank you so much.” Wang Shuiyao said, “Ningbo is and will be my root and I will continue to develop a better ‘J&S’ and a better hometown, and contribute more to the development of Yinzhou.”

Zheng Kunfa said that when the real economy is well developed, a place will be more prosperous. It’s hoped that “J&S” will develop better and better in Yinzhou District; that more private enterprises, such as “J&S” will take root in Yinzhou and contribute more to the construction of Yinzhou for the demonstration of “2 High and 4 Merits” and to the better development of Yinzhou.
